i find that a snitch line should be set up for people to report the illegal activities by other members(e.g ghost accounts) and these people should be given gold as a reward if the person is found guilty of the offense.

it's a good idea  but what assurance is there that the users being accused are guilty of the offence? i mean..what if someone accuses another out of bad mind and the person is then treated like he/she did something when in truth they were accused as a means of getting back at them by someone with a grudge?
