I would say Shin Akuma from Capcom vs. SNK 2.
That dude is just.....THE hardest freaking gonad I've ever seen or fought against in any fighting game. I mean, the guy just wipes the floor with you as soon as they say, 'FIGHT!', rinses you clean, and gives the floor a decent mop with your grey matter just for kicks!! That just goes to show you how hard he is.

Otherwise, I'd say Ultimate Rugal.
In my hands, Rugal rules thy bases.

Gawd.  Alright then.  I'm putting this here for all ye who know so little about Shin Akuma.

Check this.  Pick Bison.

When you get to Shin Akuma, keep holding up back, which will make you jump back repeatedly.  Shin usually tries to knock out of the air with one of his aerial attacks but since his jump is low compared to Bisons regulary jump, you tend to out prioritize him on every air to air confrontation.  

So, keep jumping up + back and press roundhouse when he tries to jump at you.  Every time you hit him with the hard kick, follow up with a psycho crusher.  Shin Akuma doesn't BLOCK much.  Rinse, repeat till you have a lvl 3 super and replace psycho crusher with mega death psycho crusher lvl 3.  

GAME OVER DAMMIT!!!!!!!
