okay, well lookin at this article here and it sez december.
there's a lot on the changes made with the game, about rikku paine and yuna, but they dont say anythign about new characters, just new features of gameplay

The jobs chages will be enough. They dont need new characters if they have lots of jobs. Remember how ff5 turned out?

i hear they'll be able to switch jobs in the middle of battle? that sounds really cool. isn't it weird though that in the end, they always return to ff5 job system for inspiration.
