That's not true.
A franchiseholder in another country can't just use a franchise's brand name and do whatever he wants. Franchises are often under very strict quality control from their mother country headquarters.
The guy who owns Quiznos couldn't even get permission to change "guacamoli" (sp) to zaboca on the menus so people would know what it is. And I'm saying this from firsthand info.
Some franchises even fly their supervisors up to the States to get official training. The image and quality control is very, very constricted by HQ.
It's only when a company becomes hugely successful, or a local staple, like KFC, that they get some level of freedom.
As for TGI and Ruby Tuesday's...they aren't luxury restaurants, but they aren't fast food takeouts either. As far as I know they're similar to what they are in the States.
Therefore their food tends to be priced higher than normal.
