They may have it now w1ntry, but they didn't have it 100 years ago when he proposed the system. At the time, people of the day thought he was going a bit insane. He also proposed anti gravity not too long after that but died before any sort of demonstration or official submission of the theory could be made.
And Crixx, the tower was ludicrously expensive. Any hopes of passing along the cost of it in sales of the car would make the cars themselves prohibitively expensive. Not a mass market product. Metering would be the only practical way to work such a system.
