Nah.  Certain cores will turbo-boost up  to 4.6 GHz depending on CPU load.

'Free' overclock iymc.

If you overclock manually, then you can get all cores/threads to run at about 4.4 to 4.6 GHz...or even 5 GHz if you have adequate (water) cooling.
