At times, I will look at my bandwidth monitor, and see a lot of data uploading or downloading, but I know I didn't initiate any data transfer.
How do I tell which app is the culprit?
Essentially, I'm looking for an app that can tell me which app is actually uploading/downloading data at any given moment.
A 'free' one of course.
Suggestions?

I don't necessarily need a firewall...just a small app that can show me, via a graph-based or tabular form, the info I need.
That firewall will just complicate things.
I'll still give it a look though.
...found one called
NetLimiter 3
, but its not free.
Fits the bill exactly, but its 30 US (steups).
There MUST be a free one out there that does the same thing, with the same kind of UI.

you can use the resource manager built into windows 7, tells you by the program and by the service the amount of bandwidth being used.

Thanks for that. The resource manager really gives a lot of pertinent info, but how do you make it easily accessible...as in,
how do I make a 1 or 2-click shortcut to it?
My only gripe with it is that I can't minimize it to the systray, or have it autostart with Windows.

The resource manager is a good free bet. Surprisingly competent and massive improvement over its predecessors.
It is right in the start menu but if you wish, pin a short cut to this: %windir%\system32\perfmon.exe /res
