This is a very intimate issue for us at my workplace. It's been in the works for aeons.
Venezuela isn't the easiest country to get along with so this agreement definitely represented a big step forward for the development of those gas reserves.
That said, the actually nitty gritty of the development process hasn't been worked out yet and is going to be very ticklish. Still a lot of legal and economic issues to go through.
