I need it to rescue an old Dell (not mine of course) with a broken on-board VGA port.

New or used.  Its PCI, so I don't expect the price to exceed $250.00

To the contrary, because it is LEGACY and hard to come by, expect it to be more than that, unless someone has an old one sitting down in cold storage somewhere.
