Judging by my Q9300 results, you 'should' be able to get that CPU to at east 3.5 GHz.
That 1.24V I'm sure is the 'stock' or normal voltage for that Q9400.

You will certainly have to bump the voltage up to about 1.35V to progress further.

this little fker packs a punch, the 5770 is roughly the same price now, wish i had waited a bit longer

rig is production, i cant install 7 on it cuz of some of the hardware (not supported by 7)
cant oc, at all, this is a wysiwyg board, it not pretty, features are a joke, but it's that one good whore who will do anything you tell it to do
am aware the ram not at rated speed, it tied to cpu fsb, can only go as fast as the base clock of processor

if i can get a spare drive ill install win7 and try vantage, but i doubt

also games running surprisingly smooth on this thing, i thought i was running games @1680, but when i fired up portal thing was @ 1920, ati real win this rounds...

That is a good score for all stock parts. I had a similar system, q66 and 8800gts both overclocked to the teeth with a few points less than that. Nice.
