Well, that's rather dumb. What's to stop the crooks from just buying an extra gun and turning it in just to get the console? I mean, just because you happened to turn in a gun doesn't mean you're necessarily an ex-criminal. Especially when one man could have a whole cache of that stuff stashed elsewhere....

 nah its a very good strategy , no matter what you WILL be getting the guns off the streets , and its heirachichal , a rusty 9 thats worth 100 US gets some food and cash,  a newer more dangerous weapon would get a 360

If I had a cache of guns stashed somewhere, what's the deal about giving away a spare one I have among those and trading it for a 360, and using the rest to continue my crimes?

While it technically is getting guns off of the streets, in the end, it's a plan that would fall flat on its face because spare weapons could easily be traded off for the consoles while the main horde is used to continue the crime spree. It's an idea, but definitely not a foolproof one.
