There were 2 folders to delete, inside your user account folder (e.g. C:\Documents and Settings\(your user profile name here) ), you then navigate from there: Local Settings>Application Data>Microsoft>Windows Live Contacts, delete everything inside there, and it worked for me...I'm not gonna guarantee that it'll rectify your particular issue, but it worked for mine.
