I don't know if this is the right place to discuss this, but, here goes.
When I was updating my profile, I noticed a little meter called a 'Warn Meter' below my signature.
Can anybody explain to me what this is all about?

Right now, I'm on the assumption that it's used by moderators to warn people who commit misdeeds on the forum....

You are correct. The warning meter is there for that specific purpose. Everytime you increase the warning level you have to send a pm with it. If the warning level gets extremely high then higher management will see about it.

relating to this i have a question. how long does it take for the meter to go back down? what standards are set, or is it by the moderator's or admin's discretion?

The only way that the warn level goes down is if a Mod etc reduces it manually. So yes, it is at the mod's/admin'

Only Mods etc can see the warn meters...

we should be able 2 c it 2 to know to what extent we are given, even though that would be abuse but at least let me know how many strikes i have before i get out

Actually no it doesnt but the elagance skin looks so sweet with my avatar but it doesnt have all the option like there are no RPG options

well i checked and it does have it, if you've gotten 2 warnings so far you're at 40% so i guess u have 3 strikes left.
