[TTLUG] Help needed

Noob question here guys

I have a Dell client running mandrake 10 official.
I uninstalled Mozilla 1.6 and one of the supporting packages that it needed.
I downloaded Mozilla 1.7 and tried to install it but it's giving me an error
cannot create directory usrlocalmozilla

Somebody walk me through the steps please
