what do you do when you have to troubleshoot a board and as soon as you plug in the power cord in the PSU the thing turns on?

Holding power button does nothing.

Already changed PSUs and reset CMOS

I'll need answers pretty quick as customer done calling me within 24 hours of giving me computer (steups)

yuh prob check this alredy but it have an option that does be sum like:

After AC Power Loss                            Last State

change it to Stay Off

NO POST...... My PCI diag card reports "FF"

well that is another scene, if i was in your position, i done ordering replacement mobo

long shot but: CPU could cause that if it dmg, but i think your diag card should pick that up. some error code to say pwr good wire fry

Well on closer inspection of board, I think i just found my problem:

now notice a small burn mark on a chip marked "ITE"

I/O controller: ITE IT8705AF

so board replacement indeed... sold a system with this board barely  a month ago
