UNITED NATIONS (Reuters) -- The U.N. Security Council voted unanimously on Tuesday to authorize up to 26,000 troops and police in an effort to stop attacks on millions of displaced civilians in Sudan's Darfur region.

Expected to cost more than $2 billion in the first year, the combined United Nations-African Union operation aims to quell violence in Darfur, where more than 2.1 million people have been driven into camps and an estimated 200,000 have died over the last four years.

The resolution allows the use of force in self-defense, to ensure freedom of movement for humanitarian workers and to protect civilians under attack.

But the measure, which has been watered down several times, no longer allows the new force to seize and dispose of illegal arms. Now they can only monitor such weapons.

Gone also is a threat of future sanctions but British Prime Minister Gordon Brown warned on Tuesday that "if any party blocks progress and the killings continue, I and others will redouble our efforts to impose further sanctions."

"The plan for Darfur from now on is to achieve a cease-fire, including an end to aerial bombings of civilians; drive forward peace talks ... and, as peace is established, offer to begin to invest in recovery and reconstruction," he said on a visit to the United Nations.

Specifically, the text authorizes up to 19,555 military personnel and 6,432 civilian police.

The resolution calls on member states to finalize their contributions to the new force, called UNAMID or the United Nations-African Union Mission in Darfur, within 30 days. UNAMID would incorporate the under-equipped and under-financed 7,000 African Union troops now in Darfur.

Rape, looting, murder and government bombardment drove millions from their homes in Darfur, where mostly non-Arab rebels took up arms in early 2003, accusing Khartoum of neglecting their arid region.

The rebels have now split into a dozen groups, many fighting each other.

Oil is just an excuse used as the explanation for US or allied intervention, for fueling anti-Americanism. Very much similar to how people of the Middle East insist that Israeli Military intervention is "to destroy their homes" or "to take their land" etc... I don't see how Barack Obama's father tending to animals in Kenya, which in turn, may make Barack care for Africa as a good reason for him to be President of the US really.

As for Darfur, I hope this UNAMID thing works out for them though.

US Foreign Policy is in such a bad state of affairs that it's time to start mending the fence. Darfur will be a start, but there is much more work to be done. As usual the Democrats have to come back to clean up after the Bush regime. Clinton did it 8 years ago, and now the US waits for another clean-up man.

I suppose he meant to imply that because Obama's family seem to have humble roots they may be able to make decisions by looking at them from a perspective that is equally humble, thus helping improve worldwide opinion on US foreign policy.
This may not matter to you as much Grim, but to alot of people around the world, it does.

Humble? Well US foreign policy should be for the benefit of the US first, before all. And by Obama's speech this morning, I hope his supporters get a wake up call. Wanting to "strike" Pakistan (The only Islamic nation with Nuclear Weapons that has both India and Israel in range) is not something I'd want my President to do. He talks about Bush's problems, not looking at how his own plans could potentially spark a massive Middle East - South Asia conflict.

US Foreign Policy is in such a bad state of affairs that it's time to start mending the fence. Darfur will be a start, but there is much more work to be done. As usual the Democrats have to come back to clean up after the Bush regime. Clinton did it 8 years ago, and now the US waits for another clean-up man.

Bill Clinton actually allowed much of this to reach the point it did when Bush became president. Clinton's stupid actions of not taking out Osama Bin Laden when he had the chance has cost the US. The Democrats may as well bring more problems than solutions for their supporters by the plans I've heard them ranting on and on about.

Now now, you don't have to go off feeling that way. You say I can't see another viewpoint and all I see is that we disagree with each other and that's all it is really Laertes. I understand, but when I posted this topic to begin with, I didn't leave any comment. I didn't want to start anything about this until I saw other members who started the real trolling here. I simply wanted to post the news about a very important matter and it ends up turning into this.
