CHEAP and reliable broadband is the key to Government's efforts to developing Information and Communication Technology (ICT) in the country and if the private sector will not provide it, then Government will, says Minister of Public Administration and Information Dr Lenny Saith.

He said the two options were either to create an environment to encourage private sector to provide cheap and reliable broadband or for the State to do it, and he was prepared to go to Cabinet and ask for money to that end.

He was speaking at the Trinidad and Tobago Chamber of Industry and Commerce's breakfast seminar "Partnering to Drive the Nation Forward through Information and Communication Technology (ICT)" held yesterday at the Chamber building at Westmoorings.

Saith noted that Cabinet had recently approved a National Broadband Strategic Plan to facilitate higher connectivity speeds, more robust data security and lower costs.

He also said that the first of a number of planned multiple international submarine fibre optic cables landed at Macqueripe last April, and pointed out that the Government has allowed additional cables to come in to break the stranglehold of current broadband monopoly.

He stressed that it "makes no sense" implementing ICT developmental programmes-including its national ICT Strategy "fastforward"-and having all these computers and trained people, but for them to access the internet they have to pay "these outrageous charges".

During the question-and-answer segment one of the attendees asked Saith why, by an apparent "sleight of hand", importation of parts used to assemble computers locally still attracted duties and VAT.

He pointed out that there were no taxes or duties on computers and related items, and with the current ICT drive this was a "regressive step" by Government.

Saith said this had been corrected with the passage of the Finance Bill (2007) in Senate at 12.30 that morning.


so in addition to the promise of cheaper , fastr broadband in the future, they takin off vat and duty on parts right away..

I don't understand why VAT was reintroduced on parts anyway.  To make matters worse they (gov't) didn't even make any announcements
to that effect.  Only when consumers went to the stores or received shipments from couriers did we learn that VAT had been reapplied.

As glad as I am to ear this, I adopting the "wait and see" attitude to see if it really happens.

Is just to see how long it takes for the computer stores to do same.... you know were are smart men.... this news, it ent make no full page ad in papers, so the stores will charge VAT for as long as possible...

from what i understand, is not TSTT who forcing everyone to maintain comparable speeds, it's TATT, and to some extent, the competition as well

if  TSTT REALLY wanted, i am sure they could just up everyone to 512, 768 or even 1 mbit , cuz originally, werent they the owners of the only cable goin outta here? ( situation change, more lines out now.. )

if they did, the competition would scream bloody murder, is a unfair advantage they have as monolpoly landline holder, public mindshare, own they own cable etc

and TATT, in the interest of the consumer ( cuz if TSTT killed the competition, then the consumer would have no alternative) has to tell them to hold strain until the competition is able to offer similar service, or at least has a larger client base or sumthin


just my two cents, eh

I don't believe that is the situation (that is it NOT TSTT) and I would also like for you to confirm the 'mutliple terrestrial Internet lines' out of T&T... as best as I know, there aren't any for any other ISP save TSTT and it won't change anytime too soon. As for the competition, they are not the real problem either as they are merely taking advantage of the situation. It would make little/no sense to canabalize your own profits by offering FAR better bandwidth for the same or even non-comparative cost. TSTT pretty much holds all the cards here i'm afraid.

it's in the article... i hope lenny eh lyin bout it lol..    also i was talkin to my cousin who works tstt on sunday, and he was sayin the same thing ( at least with regards to voice traffic)

with regards to cannibalizing your own profits making no sense, tstt ALREADY does that with the cell service..  they operating FAR below the margin they previously enjoyed because there is capable competition.. it's done in the name of preserving your market share..

Ahh but you see, that's to remain competitive. The alternative Internet providers (FLOW) don't have to drop their prices as ppl will pay comparative prices for (hopefully) better service. As opposed to Digicel vs. Bmobile, Digicel came in with competitive prices so TSTT had to start making their packages more attractive to prevent LOSING market share. At the moment no other ISP is even remotely a threat to TSTT. Thus flow's packages are competitive as opposed to below TSTT as they cannot provide to the WHOLE country and they themselves are buying bandwidth from TSTT (in case yuh didn't know). I know ppl in TATT and other ISPs and most buy bandwidth back from TSTT. Trust me when I say TSTT holding all the cards.

yeh i see your point , that it is done to prevent losing in the cell case


but i still see tstt being held back by tatt with regards to not killing the competition before the playing field is level. flow cannot provide for the entire country yet, but that, i believe, is the plan.     if they (the govt) want to promote an open market, they can't have their own enterprise destressing the competetion in its embyonic stages,

I agree with you there, it would be to our detriment for TSTT to kill off the competition in the ISP area. I really wonder what high level politics are playing off here cause as I mentioned TSTT is predominantly Gov owned... so from a certain perspective it IS a good idea to kill competition... I guess it depends on which politician the NGO is scratching the back of... I bet if Lenny was closer to the earnings of TSTT he wouldn't have taken this stand... of course one could consider it from another perspective, where an anti-competitive environment wouldn't encourage future foreign investment... so there are many angles. On one had TATT is holding back TSTT from drowning competition which is GOOD in the long run, at the same time, said measures could be slowing our progress... its a double edge sword really...

indeed... this 256k whilst better than 56k is still INSUFFICIENT by today's standards... but then who are we to complain, we who have running water, in door plumbing and a roof over our head... far less for dsl...

NEED and WANT are two very different words. What do we NEED it for? I can only think of a few legitimate applications that we would NEED it for. No, before you guys even ask, downloading HD pron faster is not a legitimate NEED.

It's like these blasted newfangled cars. They go so blasted fast compared to the old donkey carts, and people STILL rushing to get where they going. I tell you one thing, less people would be involved in fatal road accidents if we was still using donkey carts. Hell, the only accident you get from a donkey cart is when the donkey accidentally leave something behind in the road.

Really and truly, ask yourself what you NEED faster broadband for. Many of us will come up empty.
What we should be seeing is REASONABLE prices for the "broadband" options we already have.

This argument is idiotic on soooooo many levels...

Humans, by nature are inquisitive beings that keep changing, keep evolving in an extremely dynamic environment. What you're saying essentially is that we shouldn't want better and go higher. Thank GOD the fate of the world is not in your hands cuz everyone would still be running around in grass skirts mumbling "oooogaaaa oooooggaaa" in their caves while they freeze to death because there's do gaaadamn fire!!! I mean COME ON man. Do you even LISTEN to yourself when you speak???

Agreed.  I can think of one major reason (at least for myself):  online gaming.
Jah alone knows how many times I've lost an online battle in my favourite game due to having the
highest ping on the whole server. 

When you consider that the best pings you can get are on the order of 100-200 ms,
and these 'low-ping bastards' in the US are getting pings like 40 ms and below,
the playing field is just not level.  While I agree that distance also has a part to play, I contend
that higher bandwidth in this case will have more of an effect on overall throughput.

Also, I need it because I'm PAYING (not begging) for it.
Oh yeah, I really do NEED (legitimately, lol) to download more HD pr0n faster too.  After all, a man has 'needs'.     :happy0203:

Very true, but it'd be nice to be able to play on live, have someone use msn and browse the net at the same time. As it stands, once I am on Xbox Live everyone else hadda hold it down... which is not something you could tell the owner of the house to do, hence if he on and I wanna sweat... fiah fuh me... so yeah...more bandhwidth is a necesity...
