how do i stop or disable windows xp pro/sp2 from automatically installing drivers whenever i plug in a new piece of hardware

I don't think you can, really.
If Windows doesn't contain the driver natively, it will ask for installation of drivers. You can just cancel it.
As for disabling automatic driver installation completely, I'm not sure if that's possible.
Someone correct me if I'm wrong.....

If it was..it would kinda kill the purpose of "plug and play"
...
If you ave a particular driver you want to install for the device.. I guess just install after windows installs its own...

The only way it should continue to use the XP driver, is if the driver you wish to use is deemed COMPLETELY incompatible... to expand on that, basically you can update drivers to ones u select, UNLESS its not the correct driver for the device... even if its unsigned you can install it (unless its set up to NEVER install unsigned drivers) could you verify this for us? Go into the system settings, Driver signing and see what the setting is. Also you could tell us what hardware it is you wish NOT to be automatically installed and we may have a work around depending....

cripple XP I think.

I had to do this once myself.
Had a TV Card that got incorrectly identified by XP each time it was plugged in.
XP would say "Found new Hardware"
Then merrily proceed to install an Intel Web Cam driver.
Needless to say, the TV card didn't work. Trying to force the driver in after XP botched the job didn't work either.
Very peculiar situation.
The fix.
Head into the windows inf folder and move all inf files referencing the problematic driver.
In my case, that was all Intel Web Cam drivers.
Doing a text search in the inf folder makes identifying the files an easy enough affair.
Once they are moved out of there, XP won't be able to automagically detect and install the hardware anymore and you will be given the chance to install your own drivers.
After the device is setup and working, feel free to put the inf files back into place.

the driver for it is located on the cd which it came with, i would like to use the accompanied driver because the one windows install (Standard Enhanced PCI to USb Host Controller), only gives me about 2.2mb transfer speed.
NoobGoneWild do i have to remove the drives from the /system32/drivers, and how because they keep reappearing.

scene i got it to install but now the max speed i am getting is 3-4 mbs, is that normal for pcmcia to usb 2 card

Hmm ... Most USB stuff that I use have instructions to install the drivers before you plug in the device, probably to avoid situations like that.
