is this pc worth it

i know someone who is buying a new pc for $4500 it comes with 120gb hdd, athlon 64 2800+ 512mb ddr2 monitor (not certain about the details with that).
 is it worth it? that is including some kind of warranty and i assumin integrated gfx. we did not have a long discussion but he wants me to find out if more can be done with the money...

I'm assuming its socket AM2.  That price is about right.  I built one recently for a client
close to that spec, and it cost about $4200, but it included a printer.

he asked me if i could build a better one for the roughly the same price but i guess if that is reasonable then i cant do much better, it'll be too much work for no real profit plus it's already there just waiting for him to pay so i told him to go with it.
